Five years after their initial application to the City of Kingston Planning Board, developers of the Kingstonian mixed-use project in Uptown Kingston will sit down with the board to begin the process of settling the controversial proposal’s final details.

The process, which will begin with a virtual planning board meeting tonight at 6 p.m., is the last step in the approval process for the residential, commercial and hotel complex.

The $60 million project spearheaded by local investors Joe Bonura and Brad Jordan calls for the construction of 143 apartments and a 420-space parking garage at what is now the site of a municipal parking lot bounded by North Front Street, Fair Street Extension and Schwenk Drive in the city’s Stockade District. Other elements of the plan include a 32-room boutique hotel and commercial and restaurant space along the length of what is now Fair Street Extension, plus construction of an elevated walkway to connect the site with Kingston Plaza. Extension, meanwhile, would be incorporated into the parking garage while a deck built above the street will serve as a public pedestrian plaza.

The plan has gone through a series of changes during a lengthy and contentious approval process, including the incorporation of 14 units of affordable housing and changes to exterior features. The entire plan is laid out in a 42-page document that includes detailed renderings of everything from exterior elevations to underground infrastructure. It will be up to the planning board to vet the document, which includes details like construction materials and landscaping elements, and recommend changes.

“It’s a lot of sketches of materials and all the different types of information that go into the plan,” said City Planner Suzanne Cahill. “It really gets down to the nitty gritty of it.”

Once site plan approval is granted, the developers can apply for a building permit that will remain valid up to one year. So far, developers have not said when they intend to actually begin construction, but Cahill said she expected the board would ask for a timeline at this evening’s meeting. Cahill added that the meeting would serve as a basic introduction of the project to a planning board whose makeup has changed since plans were first submitted back in 2017.

“This just gives the board a chance to reacquaint themselves, just because it has been so long since it was before them and not all the members were here then,” said Cahill.
