A vote to approve construction of the Kingstonian mixed-use development by the city’s Planning Board could come as early as next month.

At a Monday meeting of the board, City Planner Suzanne Cahill said that her staff and the Corporation Counsel’s office are in the process of going over a “first rough draft” of a resolution authorizing the controversial project to move forward. She said she expects the finished product to be in the board’s hands before they convene again in October.

“We are coming to a place where we are all comfortable [with final plans for the Kingstonian],” said Cahill, asking board members to begin reviewing the draft resolution. “We want to ask you this evening if there’s anything else that you need to have a better understanding.”

Plans for the Kingstonian have been in the works since 2017. The proposal by an investment group spearheaded by Poughkeepsie developer Joe Bonura and Kingston Plaza owner Brad Jordan calls for the construction of 143 units of housing, including 14 affordable units, and a 420-space parking garage on the site of what is now a municipal parking lot bounded by North Front Street, Schwenk Drive and Fair Street Extension in Kingston’s historic Stockade District.

Other elements of the plan include incorporating Fair Street Extension into the entrance to the garage (which will include over 200 units of public parking) and building a pedestrian plaza connecting the site with another portion of the project on the other side of the street. That part of the project includes a 32-room boutique hotel along with restaurant and commercial space. A pedestrian walkway over Schwenk Drive will connect the Kingstonian to Kingston Plaza. The project is expected to cost about $60 million, including $3 million in public funds through a 2017 state grant.

The Kingstonian has already cleared a number of hurdles, including signoffs from the city’s Historic Landmarks Preservation and Historic Area commissions and approval of a deal to transfer the municipal parking lot to the developers. The rough draft presented Monday was for approval of a detailed site plan submitted by the developers earlier this year. If it passes muster, construction can proceed as soon as developers submit a performance bond and obtain building permits from the city’s Building and Safety Division.
