Mayor Steve Noble has asked the Common Council to begin the process of abandoning a public street in the city’s Stockade District to make way for the Kingstonian project.

The request comes as the city prepares to finalize a deal to transfer another city-owned parcel, a municipal parking lot at 21 North Front Street, to the development group.

The Kingstonian proposal calls for the construction of 143 units of housing and a 420-space parking garage at 21 North Front St. Fair Street Extension, a short stretch of roadway running between Schwenk Drive and North Front Street adjacent to the site, is slated to become the entry and exit point for the new parking garage; the design calls for the construction of a deck above the street that will serve as a public plaza. The deck in turn will connect the residential and parking structure with other elements of the plan, including a 32-room boutique hotel and retail and commercial space on the opposite side of Fair Street Extension.

To move forward, Noble is asking the council to begin the process of formally “abandoning” Fair Street Extension as a city-maintained public street. In an Oct. 1 letter to council President Andrea Shaut, Noble also requested that lawmakers approve an easement across Schwenk Drive to support developers’ plans to build an elevated walkway linking the site with Kingston Plaza.

“As part of this development project, it will be necessary to partially abandon Fair Street Extension and to grant certain easements to the developer to accommodate the construction of the commercial building and parking garage and the pedestrian bridge to be constructed over Schwenk Drive,” wrote Noble.

It will now be up to Shaut to decide which of the council’s three standing committees — Laws and Rules, Finance and Public Safety — will need to sign off on the proposal. Those discussions could take place when the committees meet later this month. Thus far, the council has been supportive of the controversial Kingstonian plan, approving a zoning change developers needed, as well as a $26 million tax break for the project.

The council also approved a plan to transfer the site of the parking lot to the Kingston Local Development Corporation, which in turn will hand it over to the developers. The move allows the transfer to take place without the restrictions, including a requirement to sell to the highest bidder, that normally apply to the transfer of city property to private interests. That deal is expected to be complete by the end of this year.

Once all of the component properties have been transferred, the developers will be able to complete the Payment In Lieu of Taxes (PILOT) agreement with the Ulster County Industrial Development Agency and submit final designs to the Kingston Planning Board for review and approval.
